为全面提升儋州市青年公务员英语水平，营造“学习外语ABC，建设海南FTP”的浓厚氛围，更好服务地海南自贸港和西部中心城市建设，近日，市委组织部、团儋州市委联合启动的机关英语角志愿服务培训活动。

紧扣服务自贸港，创新内容形式

此次市直机关英语角系列活动，围绕自贸港建设主题，设置了公务礼仪、政务磋商、文明执法、人才引进服务等活动内容和学习素材；同时，还立足西部中心城市建设实际，以讲好“儋州土味英语”为抓手，采取听、说、读、写等灵活有趣的形式，教会学员用英文讲解我市社会经济、自然风光、民俗风物、景区美食等，切实达到普及外语交流常识，提高学员英语交际能力效果。

“2+1”模式，组建英语志愿服务队

英语角系列活动采取“普及场次、进阶场次”+“模拟演练”等“2+1”模式，选拔组建英语志愿服务队。此次活动分3个阶段，第一阶段举办“普及版”培训活动，通过3个月24场英语角活动开展，完成全市40岁以下公务员全员轮训；第二阶段举办“进阶版”培训活动，择优选拔40名优秀学员，举办3个月16场次的纯英文英语角活动，以培养翻译队伍为导向，实现大幅提高优秀学员英语综合应用能力效果；第三阶段举办“英语服务日模拟演练”活动，邀请外籍友人组成模拟团，到政务窗口开展实战模拟演练，切实打造“有经验”的涉外活动英语志愿服务队伍。

“线上+线下”模式，不断扩大、巩固培训效果

从各单位挑选200名英语兴趣浓厚、基础扎实的学员，举办为期1年的英语线上培训班。明确学员每周至少打卡3次、完成3个学习课程，一年完成2个层级的水平提升。通过线上英语强化班，切实达到充分利用业余时间、扩大英语培训范围、巩固培训成效作用。

通过前3场英语角培训，学员们纷纷表示，此次英语角活动，有很多场景对话、很多趣味游戏、现场气氛很活泼，充分调动了学员热情和积极性，营造了很好的英语学习氛围；将珍惜此次培训学习机会，积极将所学转化成干事创业激情，当好自贸港建设“宣传员”。

下一步，我市将每年常态化举办英语“线上+线下”培训班，切实抓紧抓好以英语为主的外语培训工作，着力打造一支外语水平高、服务意识强、适应自贸港建设需要的高素质专业化公务员队伍。

Danzhou established an English volunteer team, which will be a "reporter" for the construction of FTP

Recently, the Organization Department and the Communist Youth League of Danzhou committee jointly organized a series of English corner for the civil servants from different departments. Responding to the slogan of "learning ABC, building FTP", the English corner will comprehensively enhance the English level of young civil servants, and empower them to serve the construction of Hainan Free Trade Port and the western central city.

Innovative and practical

The themes include official etiquette, administrative consultation, civilized law enforcement, talent introduction service and so on. Meanwhile, the contents are based on society, economy, natural scenery, scenic spots, folk culture and cuisine, using interesting and flexible teaching methods to improve the participants’ English communication skills.

To establish an English volunteer service team

The English corner activity has 3 phases. In the first phase, all of the civil servants under the age of 40 will be invited to join the basic level English corner. In the second phase, the organizer will choose 40 outstanding participants, and hold 16 high level English corners to refine their English related abilities, especially translation. In the third phase, there will be a foreign affair exercise activity. The participants will have to fulfill various tasks, which include explaining policies and presenting Danzhou to a foreign visiting group. The English volunteer service team will be established after the 3 phases.

Online + offline

200 civil servants who are appealed to online English learning have been selected by the Organization Department to join a one-year English online training course. They are required to complete at least three online courses per week, and advance their English skill for at least 2 levels. By taking online English training courses, participants are encouraged to make full use of their spare time to expand the scope of English learning and consolidate the training results.

“This English corner has many situational dialogues and interesting games. The atmosphere is lively and the participants are highly motivated. It successfully links us together and creates a positive English learning atmosphere. We will cherish this learning opportunity and make good use of the knowledge in the future.” Said by some of the participants.

Danzhou will continue to hold “online + offline ”English training activities every year to strengthen the English volunteer service team with foreign language proficiency and service consciousness, and make sure it meets the needs of free trade port construction.
